The Budget Under Control System (BUCS) is a Center of Medicare and Medicaid Services (CMS) /Office of Financial Management (OFM) budget execution system for managing administrative funds.
The Center of Medicare and Medicaid Services (CMS) Executive Officers and their staff use BUCS to manage administrative funds. Funds are made available to organizations by the Office of Financial Management (OFM)/Division of Budget & Analysis Group (BAG). BAG provides organizations an advice of allowance with annual funding amounts. Funding amounts from the Advice are entered into BUCS by budget category and based on the operating plan.
Budget Under Control System (BUCS) tracts:
- Funding;
- Records the obligations;
- Deducts obligated amounts from the funding source; and
- Provides robust reporting capability.
BUCS receives general ledger data from GovTrip. The general ledger data is used to electronically create and update travel obligations in Budget Under Control System. Budget Under Control System also receives accounts payable data from the Center of Medicare and Services (CMS) Financial Accounting System (FACS).The accounts payable data is used to reconcile travel obligations in BUCS.
